@Ganesha....I agree with you. The issue price is not in line with Shareholder approvals. Whether it is intentional or negligence by the directors, ASIC is the right place to report this under misconduct...
For disclosure I have reported to ASIC this morning. If you and other shareholders also feel there is a conflict of interest or misconduct occurring at the director level, you should also submit a report to ASIC... it would be the appropriate avenue for you to pursue.
