    Hopefully the grant covers OpEx payments on top of the build cost. Doesn't really seem in Vocus's interests.

    Joining ASC & NWCS doesn't make sense for them at the moment, they need to be conservative with their capital and get debt down.
    If it's worth it to customers, have them fund it, otherwise defer it.
