Havent heard of this idea before, but only 60 km.

Population of Tiwi Islands is only 2500, so the revenue isnt going to much, but good for Tiwi Islanders, and good incremental improvement of our footprint, looks like no, or minimal capital costs due to the grant.

There was also talk that NWCS would be hooked upto ASC, but havent heard about that recently.
