Do you know how many people reside on these racing stables. What would Weir do with a jigger ? He is a trainer . Yes he is responsible for what is on the property as part of racing rules but when it comes to a court of law the possession will not stick .
Once the Police are involved the whole game has changed racing rules will only apply to licencing issues.
Weir and his senior staff are responsible for the culture of the operation, if several jiggers are found then sherlock holmes isn't required to deduct that they were actively being used. Even possession is against the rules, the same rules weir would have been well aware of. Sympathising with cheats like this won't help in cleaning up the sport. The criminal record he'll get for the pistol and drugs will be enough to banish him from racing, such is the price he will pay for his greedy choices.
