If Weir is guilty .., page-20

It seems pretty clear that there's a problem here?  Unlicenced concealable firearm, Cocaine, and those Jiggers?

Others have been sanctioned since for their use.Racing Victoria rules state it is an offence "to deliver an electric shock to a person or animal [and] it shall be deemed to be capable of affecting the performance of a horse in a race or training gallop."It is also against Racing Victoria rules to possess a jigger as a trainer, jockey or anyone connected to a racehorse."

If they're serious about cleaning up the industry then the above precedent seems a no brainer?
