Gamblings fine imo - the only issue really is (and not implying it has happened here) if a stable has multiple entries including a short priced favourite their talking up and then they bet against it on the other one “that maybe needs a run or 2” at much longer odds and that then wins.
Stables should only be able to bet on their own horses as clear cut favourites.
