I've been thinking about these numbers and I don't understand how the cash costs would be so high??

Does anyone think that AYN management are simply combining the mining cost of $7 and processing costs of $13 together to get $20 total costs?? What the heck are they spending the money on to have $15 cash costs on top of that?????
