    It's called 'out of home care' these days.

    Orphanages are banned in Australia because of the abuse.
    But much of these foster care institutions are really just orphanages with different name.
    There are around 5,000 foster carers (where the kids live with them and government pays them to care for children) Don't even ask what sort of things happen there, it's very sad.
    (My sister in law works... let's just say in repossession department)

    And around 50,000 children in state care.
