I don't think anyone would be too surprised that they would need more cash with the delay of the DSO. The CPA is also a known denominator and the combination of both has possibly already been factored into the price which is why the share price has dropped to where it is. Currently shipment date and DSO approval are the unknowns so on balance the downside has already been factored into the price but any good news has yet to come into play until it is announced or leaked which may now be happening. Isn't efficient market theory something along the lines that by the time something happens it has already been priced in?
