    "ANY other developer ..." Sorry, but that includes RTG in the "untenable" category. The reference to "today" is semantics on your part, clutching at straws. As mentioned prior, the statement could equally be interpreted as Panguna will be developed by BCL or nobody. And that makes sense given the Bougainville government ownership stake in BCL.
