If you mean Phillip Miriori & the SMLOLA, then yes it always has been, not just at this moment.

I think everyone, & by this I mean ALL the players, has finally got it.

The new mining act gives complete ownership of all minerals to the landowners. Without them nothing happens. And the SMLOLA are the only relevant landowners of the Panguna resource.

This does not mean the SMLOLA do not see the big picture, that in the short to medium term the financial future of the whole of Bougainville probably rests with Panguna. This puts a lot of responsibility on the shoulders of the SMLOLA leadership. But they have the resolve to handle it & ensure the best deal for the future of Bougainville.

Lots going on behind closed doors atm in my opinion.
