The government won't use telcos that use Huawei or ZTE, it's not just the Australian government, it's most western governments. Governments demand the ability to see source code before any equipment is used. The source code can be held in escrow or viewed in a secure location. Huawei and ZTE have not disclosed information to the govts satisfaction. Plus the Chinese govt control over these companies has bee assesed as a security risk.
