I too can confirm that the Optus travel pack ( partnered with Globe ) I also used in the Philippines was of a very poor quality. Like you I had trouble with the phone signal and even in some of the high end establishments that I visited and stayed in I was unable to obtain a signal.

Furthermore I could not even get the Globe internet to work on my phone in PHilippines, for the duration of the Optus Travel pack " Contract "

I have previously used the Smart and Globe Networks sim cards and I found that the Smart system to be far far superior to Globe.

In Thailand I only paid $5 AUD per day for INternational Roam, for unlimited calls and limited data with Vodafone in Australia, and it worked like a charm, telephonic and data were spot on.

Well worth the $5 AUD per day with Vodafone,

Optus travel pack in Philippines, Not Worth the Trouble, stick to a local sim SMART.
