I don't necessarily agree oldtimer. I have been involved in many cap raisings which, for example, offer 1 share for every 4 shares held. That in my view is equitable.
Why should a shareholder who holds only 1,000 shares in the company, thereby having limited risk, be entitled to purchase the same number of shares as a shareholder who holds 1,000,000 shares and therefore having significant risk especially considering that the offer at 10 cents per share is considerably discounted from the closing price prior to the shares going into suspension.
Just my opinion.
