Without a flow of new work, consulting engineers can't make money. Some engineers are a mix of construction and maintenance contracts eg. UGL. If new contracts stall they at least have income from maintenance work which often extends over many years. COF does no maintaince-type work as far as i know. It needs runs on the board particuarly foreign-aid contracts which are its speciality. Impossible to forecast how next 12 months will pan-out.
