If its not signed then its not certain and therefore you don't have to report it, however that hasn't stopped UBN in the past reporting that they have reached agreements etc prior to final contract sign.
I suspect the results are going to be so bad they want to offset them with a bunch of positive news once the new CEO joins which must be imminent.
