I repeat again. They are targeting areas that are becoming increasingly salty/ already salty/ likely to become, so getting food crops out of these plants is the last of the concerns.
Sandalwood trees die when waterlogged. Not exactly fantastic if you are fighting a rising water table.
Sandalwood is also incredibly expensive to plant, maintain and a parasitic plant.
I'd say all of these are big factors...
