Naghag you are correct, and for all those sites you have mentioned you will find that the currently operating sites all have current and valid Mining Licences permitting the companies to work and tunnel under the places you have mentioned.

Also note there are two types of tunnels under the towns, example at maldon the old historic workings done in 1800's and early 1900's, these were operated under mining licences which have now expired. Then you have the current mining operations of Centennial Mining who are tunelling under Maldon under the current mining licence which i believe is MIN5416.
