You're right, it looks very like that some or all of the 8 CR parties are off-loading. They probably were never interested in LPE just in a quick profit promised by BP. BP made / will make money by buying and selling for them and we have to wait for all those shares to be absorbed. Could take up to the end of the year or financial year, depending on their objectives. Sad to see the sp suppressed that way but it will go up where it has to be over time as profits will be to compelling to be ignored. In the end the outcome will be the same, just not a straight line increase but a sudden parabolic one. I still load up at this bottom level as LPE is almost guaranteed to succeed, hard to find a stock that actually got guaranteed income for 6-10 years with just a minimal amount of effort and every months they add more to it.
