Yes Eagle a textbook monopolist will initially operate without making a profit because after he has bankrupted his competitors you can do what you like so long as you operate in jurisdictions where politicians & government bodies are compliant, incompetent or corrupt.
Some monopolists are so confident that they can openly admit their game-plan without fear of disruption.
