    I’m an experienced consultant in Victoria working in the construction sector. I have background in Planning & Environment Law.

    The current yield available in Melbourne for PASS disposal is over 4million cubic metres (not including NAG) the Dingley sites are the biggest followed by MBC and Hi-Quality.

    We are discussing the PASS disposal pertinent to the Metro Rail Tunnel not any other project for the moment.
    As an experience consultant you would have read the EES relevant to the MMRT project and the dictates from the EPA as to how this PASS must be disposed of. This has been well highlighted on this thread.

    Has Dingley got EPA approval to treat PASS as per EES guidelines?

    or do you think that this will be sufficient to take the MMRT PASS ?

    "Dingley has two active/approved PASS sites, both with significant airspace. All approved PASS Site in Victoria are not required to treat or stabilise the material nor be EPA licenced, only to have a Planning Permit approval from the Council Shire the site is located within and in accordance with the site land zoning (Is NAG special use zone?) the Planning Scheme indicates whether a Permit is required plus an EPA endorsed EMP."

    As an experienced consultant you would appreciate what the lime treatment entails to treat PASS. Do you still think this can be achieved at a cost of $15 per tonne as you allude?

    As an experienced consultant you would appreciate that most PASS will be dug out at 25-30m depths. Are you saying that the trucks you mention are takign PASS from 25-30 metres down?

    You’ll be interested to know PASS is currently at $14/tonne for disposal in Victoria. No treatment required, no levy and no cell construction.
