    its the dubi bonds and non progress payments from prievious works......over 100 mill there then the banks were going over the books so they could extend the loan for july ..yet they found the books were cooked.by the announced 20 mill.probley more...corruption at its best....we want jail terms for all, not the scapegoat 5 chincs down the line...
