Collecting tax is nothing if not pedantic.
As for foreign companies charging GST when they dont have an Australian presence they will not spend tens of thousands of dollars collecting it for the Australian government, why would they?
The Australian government cant get big corporations with a big Australian presence to pay the right amount of tax and they wont do what is necessary.

Their systems already allow for tax collection and payment."
That whole argument is mute as that is an English tax not Australian and they probably have some deal with the English government as to getting paid for collecting it.
Once again GST is not a company charge it is a government charge and companies spend a lot of money collecting it for the government in Australia.
If you dont understand that point I cant see you understanding the rest if you have never had a business.
