I really believe there is a huge market for perovskites tuned to a different solar wavelengths to overlay existing solar panels so solar farms can increase output from an existing resource. Its not such a big stretch for them to be doing tests on a few banks of panels on part of the solar farm and putting up some advance money for it given the huge production boost they would get from existing infrastructure. A sheet of glass printed with perovskite, overlaid and sealed to the existing panel at the edges with wiring connected to the existing harness costing around $100 - 150 per unit but nearly doubling output. Now that would be a business, done right it could come close to be self funded through an alliance with CSIRO an international solar farm operators who want cheaper power to enable the massive potential of hydrogen export technology.
