I think you have this wrong.
You said "which would then raise $13.8M, enough to complete the plant installation" when the notice specifically says "More importantly, post the spin out, NuSep will no longer incur any expenditure associated with PrIME Biologics".
This to me, means the $13m odd in cash comes and stays with NuSep, which should add 13c to each share.
If this whole deal is kosher, then we should see institutions coming into NuSep at 10c+ like freight trains, starting tomorrow after they have digested the announcement. If not, then it says to me that the instos have no faith in our company.
