Hanlong need to finalise the deal and pay over the $200mil by the 24th, so MOL can pay TCW the full amount owing.
If Hanlong take it past the 24th then TCW will impose the $38.5mil,fee. TCW have dangled the carrot to get Hanlong to the table quickly.

Mol don;'t have much faith in Hanlong being able to get the money into its Bank by the 24th. Thats why they given them till the 30th April.

The board have been very accomodating, I think that they could have done a better deal but thats only my opinion. At this stage its a deal and gets the mine built so beggars can't be choosers.
