I wonder if the EPA monitor the dumped material or do HQ self sample and record for later inspection by EPA?

The EPA will give approval for a landfill to store and treat PASS in a specific part of the landfill site. Not just anywhere. And there will be some sort of testing mechanism available or installed to monitor the PASS, after it has been treated of course, so that water table quality is not compromised.
A company would probably get into all sorts of bother if they stored PASS at a place other than what they'd notified to the EPA.
