What difference does it make if they raise the money in 1 or 2 parts?
The company has done the best for shareholders because they did it in 2 parts as the second one was at a higher price!
Perhaps the major investors wouldn't do the full amount in one go?
Management have proved themselves by delivering on the first investments before coming back to fund future growth. That is the sign of a quality mngt.

Forget about divdends, much better to plough the profits into future growth first.
CSS have a the potential to triple production on their leases they'll need a lot more funds to do that, they will likely come from profits, debt & equity raisings.
No point in borrowing additional money just to pay dividends.
