Daniel Han (Alpha Securities) in today's "The Bull" comments as follows on CLH and has it as a Sell:

"It was priced at $1.75 on January 4. It was trading at $1.30 on November 16. In fiscal year 2016, the company only participated in about 12 of 75 PDL (purchased debt ledger) new bidding opportunities due to perceived pricing issues. We expect that to have an impact on the number of accounts available for collection in 2017. We believe the shares will follow a bearish trend in the short term given the negative sentiment."

I don't think it is solely a question of quantity but more an issue of ease of collection.  Happy to be better informed one way or other.
