SHORTAGES will be the big commodity story of the 21st century. This week's developments:

•Hubei province in China has decreed any phosphate produced within its borders must be processed in fertiliser plants there. Several other provinces are following suit. Those provincial governments want to conserve their declining phosphate resources. It will mean fertiliser plants in other parts of China may have to rely on foreign supplies.

•This week Foster Stockbroking, discussing the attractions of a Mongolian project, pointed out that steel mills in some northern Chinese provinces are facing iron ore supply problems as local mines face declining production and falling grades.
