I see the flip side BD but IMO i think it would boost market confidence because what it says is the finance is there waiting all you have to do is get the mining the license and heres the cash. Although PC has said the mining license has held up finance talks how long are we going to have wait once ML is granted for the funds?
If PC actually played the cards right he could organise a double Ann which would considerably increase the SP.  Announce the ML and immediately next day announce finance is there.
With the recent SP movements i do think something is brewing but ive been waiting 5yrs hopefully this yr will see some reward for my patience.  GLTA
