 I suppose it depends on what you call a scam. The definition is a dishonest scheme or a fraud.

Telling gullible, naive people every year that "this year" will be the year of the great crash, Great Depression 2, the demise of the USD, and how US debt will collapse the economy is certainly borders on it, given the length of time Schiff, Maloney, Polny, Sinclair, Holter and the like have been preaching economic Armageddon. Polny invokes the Almighty, a shameless attempt to inveigle the religious to buy gold and silver from him.

Your heroes Peter Schiff and Bo Polny have wasted no time telling suckers that this year 2019 will be the year of the crash to end all crashes. Schiff  forecast a crash in February 2019 and Polny is predicting a crash this month.

What are these 'experts' selling you gold and silver for? Don't they want to be rich? Oh, that's right, they want YOU to be rich. Yeah, right!!!
