You can see Ducky's point about the PHES being a potential distraction. Sounds risky to take a course of action where the stockpile may run out ("Plan B"). There would need to be a pretty big windfall from the PHES to take a risk on running the business with no revenue as the stockpile is exhausted. Anyway as you say we need to know what a PHES really means before any decision can be taken.
