Woolies and Coles do not have much "working capital requirements". Their suppliers
Pay to get the best shelf positions,
Pay for any theft or stock loss or wastage
Pay for their own contractors to go to the stores to restock the shelves,
Pay the cost of specials that the store demands eg half price bog paper.
The ACCC does have a function in life to control this behaviour.
