It is difficult to get any data about the progress of Muga.  This scrap is welcome.

It appears the Spaniards want every conceivable environmental dimension considered and documented:
"technical, complete, rigorous and transparent".  They may require fresh studies from HFR.  Further multiple (diverse) reports have been requested from government authorities.

Fair enough. It is their land and this mine is a big deal.

I think (surmise, guess) the unstated issue is the disposal of the large volumes of low-grade salt produced in extracting potash.  HFR asserts this is all worked through.  The government may view matters differently.

HFR shareholders want to quickly move to production and may see the Spanish authorities as obstructive.  After five centuries of mining, the locals know their only opportunity to get a project right is in the planning stage.  From their perspective, the delay of a few months or years while they consider implications is merely a cost of doing business.

So we wait.  Meanwhile, this figurative chart may be helpful to uninitiated mining investors:


HFR is somewhere on the dull brown straight and there is nothing shareholders can do to advance matters.
