The Rantau Dedap concession was awarded to the Supreme Enery consortium in December 2010 following an open tender. (http://www.supreme-energy.com/page.php?menu=16&content=28)
It therefore has the same status as the PAX projects in regard to the new tariff regime.
The only concession I'll make to you is that Supreme Energy and PLN appear to have agreed their PPA price before the new tariff system was announced and were not willing to start over.
However, this only reinforces my point, PLN now has a precedent that can be applied to other para (e) developers.
