if you do some further research, you will find that the PPA's referred to above were under the old "tendering" system. these parties referred to above had the licence areas and did not need to tender for them. they worked up the areas, then submitted "tenders" to PLN for the supply of power. these negotiations have been going on for 3 to 4 years
the PAX/Bakrie areas are under the newer system, with much higher tariff rates.
from my discussions with Panax, i understand they also use Baker and Mackensie
