Another way of looking at this is the burden of electrical power including capital costs is charged back on the users of fully electrical cars. So owners of Teslas get charged a electricity charge via regulators over and above normal rates to account for the increased electricity network and generation burden that otherwise is socialised on to other taxpayers.
Presumably Teslas cost more because of no petrol costs like inflated houses for low interest rates. But if electricity levies where charged on to Tesla owners the Tesla price per vehicle should come down
