Not sure how you were expecting Sep/Oct? It was pretty clear they were "aiming" for late Q4. Can't drill until the permits were received. The Christmas break during this period didn't help.
Risk of not receiving permits is gone, the rest is now time, money & patience. The company have the first two, and it's up to investors if they have the third.
