    When the price of oil is so low and the mood is bearish it's time to buy not to sell.in terms of Akk this capital rising are share price destructive ,let them cut back on their wages and halt any significant operation till poo recovers and investors confidence returns then they can rise fund and grow the company ,dilution is not in the interest of share holders .I
