There are no capacity contracts in WESM as such - there are financial contracts that, if one counterparty is a regulated disco, require ERC approval. Currently ERC and DOE want discos to be contracted for 100% of their needs. In this context, no LNG fired plant has obtained a contract. If competitive selection processes are mandated for all new contracts, generators can certainly bid gas or LNG fired plants, but in the current policy and market circumstances, obtaining an award would be difficult. We shall see what happens with policy in future but it is not well oriented toward LNG at the moment.
