Yep, it should be a purely commercial decision. Garden Island and defence are more difficult to deal with and have to pay a premium.
I think CETO deployments are far more likely to be commercial when deployed along side large off shore wind farms as they can leverage the existing transmission infrastructure. Wave hub also has this benefit, but the incentive is based on a premium tariff. This would mean that CCE or a partner would have to finance / build and deploy CETOs, rather than their preferred model of licensing the tech or selling devices. It would be similar to the the merchant Northam model and require expensive financing.
If CETO 6 takes too long to prove, it will struggle to keep up with the cost reductions that wind/solar/batteries are achieving year on year. We have already see one pivot due to the delays (1MW -> 1.5MW), they cant afford any more major ones. Its time to just nail something.
