I think his comment is more along the lines of placating the age-old fear of small caps - especially foreign listed small caps - whereby if you invest a large amount of money then you are forever trapped because there is no market to sell.
All Mr. Tunks seems to say is that the market for MEI is liquid therefore the fear of being trapped in an illiquid stock isn't quite as severe.
