It was 95% complete at end of June 2016. Since then the storage tanks have been lined, which according to the GTT website was completed in 2016.
So, can't be far off completion, although they still don't have an offtake agreement with the Indo govt. The intention may be to export LNG to Pagbilao, however i'm not sure they have the right to do this.
Anyway, the end of 2017 might suit the Pagbilao power station start-up.
