To my way of thinking what you've described is related to the old adage about the timeframe hierarchy where any technical feature/event on a higher timeframe takes precedence over a lower timeframe. In terms of "liquidity pools" which I think of as supply/resistance zones, they are present on every timeframe but a S/R zone on a M1 chart is not going to have anywhere near the importance of a S/R zone on a daily or weekly chart, and there will be many M1 S/R zones (and other intra-day S/R zones) between each, and even within, the S/R zones for daily, weekly, etc.
To answer your last comment I would say supply and demand zones do exist and they are actually defined by the herd behaviour of where other traders put their orders/stops/etc.
