That's not generally true. In IG Markets for example, you have to be in a special account for that. I think the best protection is to use guaranteed stop losses, which market makers do provide for a small premium.

All brokers have their own specific terms and conditions hence read the disclosure statements provided by the company
but your transaction costs are higher compared to most ECN's when employing such protective measures.
