When WR held the reins at BRM he knew Twiggy well, and was able to parlay the relationship into a tentative, though onerous rail agreement.
To cut to the chase Marillana is increasingly superfluous to AGO's, FMG's and Hancock's planning. Port Allocation is the only thing of value it can use to deal itself into the game..and it is questionable what the status of the allocation is...i.e. is it owned by BRM (given they did not pay anything for it, the Port Headland Harbour Authority may ultimately hold the final call on it.)
In either event WNI may have to wait for the scraps on the table, and the big boys may want the scraps for themselves.
