Yes, a capital raising for IVA was something of a known. Check the post re the AFR pundits thinking on same.
I am guessing all retail holders will be able to buy IVA at a price equal to, or better than, the insto's/SI's. If there is one company that just doesn't seem to go up in SP, it's IVA. I am not sure it was sold down to a price to get a CR at a particular price: I think it was just sold down as a prelude to the known/rumoured CR, and a dicsount was taken off the closing price.
Austin, pretty much every article I have read on IVA, discusses it being sold- in January to RIO or in another guise to someone somewhere. It will be more ready for a sale when it is cashed up.
