I understand arrow makes its final investment decision on march 18th (correct me if i'm wrong), which has made some analysts believe this deadline has been the catalyst for the shell/petrochina offer,

"Mr Burns said he believed the catalyst for the takeover bid was that Arrow was "staring down the barrel" of having to sell a stake in its Fisherman's Landing LNG project for build funds.

As a 30 per cent owner of Arrow's coal-seam gas acreage in Queensland, the last thing Shell would have wanted was for a third party to get involved, Mr Burns said.

"If Shell did harbour any long-term ambitions to ultimately own Arrow, now was the time to take them out."

Mr Burns said if Shell acted on its proposal to build up to four LNG processing plants in Queensland this could lead to a "Gorgon type project".

Gorgon was a $30 billion-$40 billion investment, "so you're probably looking at something close to that if Shell was going to go down the path of building four LNG trains",

Given the above deadline, we could see a final offer on the table as early as march 18th then. what do others think?
