In "laymans" terms,if indeed newinvestor had 23k on a 90% lend controling $230k shares in FGE then given the time lapsed since the company has been placed into administration, the shorts would have been closed and his remaining 178k less 23k would be now frozen into a trading account for withdrawl by the CFD provider. This is why i would think he only controlled 23k worth of shares with a 2,300k initial outlay.
In any case, it is very reckless advice, advising him to withdrawal the remaining funds if that is possible, as he will be pursued for those funds, and if he has withdrawn the money that does not belong to him then he will face court action to recover the funds.
Newinvestor, i would check your CFD purchase, however i am sure you are well aware of the details, and then you need to act in a responsible business like manner to avoid bigger costs down the line.
This is why anyone entering a CFD contract needs to know exactly what they are entering into.
